Starting PostgreSQL server under an unprivileged user ID

I'm using the manual http://wiki.openstreetmap.org/wiki/Mapnik on Windows XP, Cygwin, PostgreSQL 8.3.
Server is started automatically when Windows start up.

I have this error message when i want to execute
$ source ./set-mapnik-env
from Cygwin prompt:

Execution of PostgresSQL by a user with administrative permissions is not permitted.
The server must be started under an unprivileged user ID to prevent possible system security compromises. See the documentation for more information how to properly start the server

I'm looking in the documentation after this problem, but i'd highly appreciate any appropriate hint.
How can i start PostgreSQL under unprivileged user ID?
