BUG #16315: Installing as SYSTEM generates error when icacls command runs

I have a remote install process that involves installing software via
scheduled task using SYSTEM.

The installer fails on the icacls command, almost certainly because SYSTEM
isn't a user in which to run the icacls command.  Can the icacls command be
bypassed with an undocumented installer argument?

Can you please share the following information:

2. Step to reproduce
