branching time?

Preferences about creating a branch for PG 11 separate from PG 10?

In the past years, we have moved to doing it earlier:

Date:   Fri Feb 10 16:10:36 2017
Date:   Tue Apr 12 13:19:55 2016

We could do it now, or wait until after the minor releases in May.

I see no reason to wait -- I vote we do it now.

The branch has been made.

So translations for PG10 should now go into the REL_10_STABLE branch,
translations for PG11 into master.

Minor releases are planned to be wrapped May 7.

A beta for PG11 will probably also be published in May, but the date is
not set yet.
